According to the draft, the area of agriculture land in Senh field mentioned in the petition of the local people is invalid. This area has actually served military purposes since 1981.
During peacetime, the military units signed annual contracts with the People’s Committee of Dong Tam commune, granting the local authority a full force to administer the land area. Since 2012, there has not been any contract signed, but the locals still continued their agriculture and construction activities. These have been identified as misusing authority and violating the land administration rules.
In February 2017, some citizens illegally measured the land area allocated to Viettel, divided it into lots and proceeded the illegal construction. This behaviour is claimed to be military-purposed land encroachment.
The draft urged the Ministry of National Defense to seriously review and clarify the responsibilities of the administrative organs of Mieu Mon Airport. The authorities of My Duc District should implement strong measures to reclaim the encroached land area in order to continue the construction of Viettel’s communication firm. Hanoi Public Security Department should proactively investigate and detect the violation of involved parties in the administration of Mieu Mon airport.
The representatives of military units concurred with this draft conclusion, while the representatives of the local expressed their disagreement because they regarded the Senh field area as their inherited property. Chairman of the Hanoi People’s Committee, Mr. Nguyen Duc Chung showed his willingness to collect opinions from the locals, but solutions had to be developed based on “rule of law”.
